Greetings from Mid-Michigan - The Great Lakes State

We are losing a great Regional Director.  Bernie Carey will be retired when you read this article. He has helped us through many issues and provided many solutions to problems.  THANK YOU for being a good friend and for everything you did in support of our Local.  Bernie, you will be missed greatly and thought of often.  Enjoy a well deserved retirement.

This month’s contract issue we need to think about is NEIEP.

Apprentices are completing the schooling at what seems to be an accelerated rate of time and the knowledge they acquire within 4 years on the job seems insufficient.  To train a safe, well rounded and experienced Mechanic, more OJT time is required.  Extend the Apprentice Program to a six (6) year program as follows:

1st year: Classroom and OJT (Year 1 class)

2nd year: OJT only

3rd year: OJT only

4th year: Classroom and OJT (Year 3 class)

5th year: Classroom and OJT (Year 2 class)

6th year: Classroom and OJT (Year 4 class)

Designation of Helper's and Apprentice’s Work and Qualifications

 Par. 6 Upon completion of the required classroom education program and mandatory on-the-job training (OJT) hours, all fourth (4th) year Apprentices will be afforded the opportunity to sit for the NEIEP Mechanic’s Exam. Those who pass the exam are elevated to the status of Mechanic, as referred to in Article X, Paragraph 4.

Those who do not sit for or who do not pass the first two scheduled Mechanic’s Exams, upon completion of the required classroom education program and mandatory on-the-job training (OJT) hours shall be reclassified as a third (3rd) year Apprentice for all purposes on the following January 1st.    Those third (3rd) year Apprentices who do not sit for or who do not pass the third scheduled Mechanic’s Exam will be treated as a Helper for purposes of layoff on the following January 1st. They will be subject to the Apprenticeship Program for the purposes of eligibility for taking the NEIEP Mechanic’s Exam.

This status shall continue for a period not to exceed the next scheduled NEIEP Mechanic’s Exam.  Those who do not pass the next scheduled NEIEP Mechanic’s Exam will be ineligible for employment with any NEBA Employer at the discretion of the Employer.
